Just as the sun defines natural order on earth, Shizuru holds dominion over the divine and mundane as the Ruler of Heaven. She is worshipped widely and, over the centuries, has taken on different guises and associations. In some regions, she is depicted as a golden dragon surrounded by brilliant light, while more often she is a woman with long, untied hair and armor emblazoned with a rooster. She has been characterized as a committed ruler, an exceptional warrior, a sorrowful lover, and an exacting judge, depending on which source one consults. Although sometimes contradictory, Shizuru accepts her myriad representations as long as the foundational principles of order and growth remain unchanged. She feels little need to justify herself or address how her actions are understood.

For Minkai, Shizuru directly influenced history by giving the imperial families the divine right to rule. Yet her place in Minkai society is not limited to the Imperial Palace, and numerous sects have developed around her mythology. In recent decades, followers have increasingly focused on the separation of Shizuru from Tsukiyo as a story of devotion and love, much to the annoyance of a minority of scholars who see this as an overly romantic reading. Older interpretations found in the archives of Minkai see the division of the sun and moon as an inevitability of the universe. Philosophers were particularly fond of debating why Shizuru would defy the natural order by returning Tsukiyo from death in the first place, but no one ever managed to propose a satisfactory explanation.

This emphasis on order by early Shizurans is evident in the daily rituals and annual ceremonies of Minkai. The sun determines the rhythms of life and provides the nurturing light necessary for growth. For these reasons, followers strive to live structured lives and dedicate time each day to practicing a beneficial skill. The most significant event in the Minkai calendar is the summer solstice, the longest day of the year. Everyone from the poorest fishers to the imperial elite participates in the Itariten Festival, the Festival of Ruling Sun, a celebration of accomplishments and an exuberant request for a bountiful growing season. The festivities officially begin at the first sign of light, but many have already been awake for hours preparing food and drink for the vendors that will serve a non-stop flow of specialty dishes. Towns will buzz well into the next morning, fueled by local sake and sparklers.

Divine Intercession

The Empress of Heaven wastes little time acting coy about her favor. Her boons are often accompanied by beams of sunlight or calligraphic symbols, while her wrath is often signaled by the cracking of precious items and armor.

Minor Boon: Your attacks help eradicate darkness. When you successfully Strike a foe, your weapon glows with bright light out to 60 feet for 1 minute. This is a light effect with a counteract level equal to half your level rounded up.
Moderate Boon: Shizuru’s light flows through your blade. Your weapons and unarmed attacks deal an additional 1d6 fire damage or 1d6 good damage; you choose each time you make an attack.
Major Boon: Shizuru bestows upon you a golden suit of armor made from sunlight, or transforms your favorite armor to gain that aspect. Once per hour while you are wearing the armor, if an attack would reduce your Hit Points to 0, the attack is instead completely negated.

Minor Curse: Your equipment turns on you for a disgraceful act. The next time you make an attack, your weapon or armor gains the broken condition.
Moderate Curse: Shizuru decrees that her light is no longer your ally. You gain light blindness.
Major Curse: Those who incite Shizuru’s personal wrath earn the hatred of all of her subjects. All imperial dragons and animals you encounter are automatically hostile to you, and you gain weakness 15 to draconic breath weapons.
