
Archdevil Abrogail (The Thrice-Damned Queen)Source Cheliax, Infernal Inheritence pg. 51Even as an archdevil, Abrogail Thrune II rules over Cheliax, the newly created tenth layer of Hell. She has become the ambassador of Hell to Golarion and uses her kingdom as the embassy where devils freely walk among mortals. She completely shed her mortal form and has ascended to become a demigod at a terrible price.
In her ambition, the Thrice-Damned Queen sacrificed countless souls—including the essence of the celestial Talmandor—to raise herself as an archdevil and bring Hell to Cheliax. But in doing so, she has inextricably tied her fate to Asmodeus, who has the power to revoke her divinity at a moment's notice until such time as she has proven her worth. This current probationary period requires Abrogail to somewhat temper her ambitions; she has agreed to end her war with Andoran and has ceded large portions of Chelaxian territory to other nations. For now, she is restrained, but once she fully comes into her power, she will be a dangerous force to reckon with, both within and outside of Cheliax.
Following her damnation, with the support of the Church of Asmodeus, she declared that all citizens of Cheliax were also her followers, though not to the exclusion of worshipping Asmodeus as well. Those who were loyal subjects and members of the church in good standing gladly accepted this. Abrogail does not ask much from her followers, except for complete loyalty when she requires something from them. This has made those who paid only lip service to Asmodeus in the past fearful of what she might do if their halfhearted faith were to be found out.
Politicians and diplomats looking for an edge in their line of work have gravitated to becoming her followers. She does not care if they are righteous or corrupt, only if they pursue their ambitions no matter the cost. She also has a dedicated following of mortals with an interest in becoming devils after death. They view her as a role model, someone who has obtained the highest honor from Asmodeus. By pledging themselves to their queen, they believe they are almost guaranteed to join legions of devils in the Dark Prince's army.
