This spherical brass bell always appears well polished no matter its surroundings and jingles whenever someone laughs. The spell DC of any spell cast by activating this item is 19.
- Armor You gain resistance 2 to mental damage and a +1 item bonus to saving throws against mental effects.
- Weapon After activating the bell to Cast a mental Spell, your weapon shakes with a sound like laughter. Your next Strike causes the target to become irate with you; they take a –1 item penalty to skill checks or Strikes that target creatures that aren't you until the start of your next turn. If you don't make a Strike by the end of your next turn, the laughing sound fades with no effect.
