Access You're from the Shackles

Many Shackles pirates use the Eye of Abendego to great effect, but none have more familiarity with the storm than the Master of the Gales, ruler of Drenchport and five-time winner of the Free Captains’ Regatta. You’ve learned his crew’s techniques for fighting in severe weather. You reduce circumstance penalties to ranged weapon attacks due to wind or precipitation by 2. You can also use weapons you’re a master in with a –4 circumstance penalty (–2 if you’re legendary) even if wind or precipitation would normally prevent it, such as the effects of wall of wind.

Uncommon:

Something of uncommon rarity requires special training or comes from a particular culture or part of the world. Some character choices give access to uncommon options, and the GM can choose to allow access for anyone. Less is known about uncommon creatures than common creatures. They typically can't be summoned. The DC of Recall Knowledge checks related to these creature is increased by 2.
