The nobles of Sverenagati communicate almost exclusively via telepathy as a way to demonstrate their elevated social standing. Wealthy visitors who don't possess telepathic powers often find themselves in need of these transparent veils to fit in. You can communicate telepathically with creatures within 60 feet, provided you share a language with them.

Activate—Mental Images [two-actions] (concentrate, manipulate); Frequency once per hour; Effect Choose a creature within 60 feet. For the next 10 minutes, you can project mental imagery to that creature, allowing you to communicate with them even if you don’t share a language.
