Svartalfar

Long ago in the mists of history, the fey ancestors of the svartalfars were banished from the First World for crimes too heinous to name. These beings made a new home on the Shadow Plane, which warped their minds and essence and turned them into cold, ruthless killers. Their clans are places of safety but not kindness for svartalfars; they feel no amity toward others, and their actions almost exclusively focus on practicalities.

Svartalfars resemble expressionless elves with pale eyes and gray skin. Many have smooth, bald heads, while others keep their hair short and practical. Svartalfars seem untouched by emotions, especially compassion or mercy. When given a contract, a svartalfar clan seeks its target with grim diligence. Money means next to nothing to them, and attempts to appeal for pity go unheard. A svartalfar clan knows that if they don't end the target's life, another clan will do so, which is a blow to the reputation and standing of the clan that failed.

Svartalfar communities on the Shadow Plane are usually very small, featuring slender towers and extensive underground chambers. Built on or near thin spots between the Shadow Plane and the Material Plane, these communities allow svartalfars easy access to Golarion, where many of their targets reside.

Svartalfar

Source Feybound pg. 162
In the First World's first few centuries, even before the full creation of the Universe, svartalfars lived among the other fey. No records exist of their exact appearance at that time, though many scholars believe they had typical elven features. At some point in the distant past, the majority of these svartalfars participated in some unknown heinous acts, and their entire people were summarily exiled to the Netherworld. That shadowy plane soon warped svartalfars in both body and mind, turning their skin pale gray and hairless and their thoughts cruel and practical. Present-day svartalfars are born with some innate shadow magic.

Svartalfar communities in the Netherworld are small, featuring tall, slender buildings and subterranean chambers. The largest structures are operated by powerful guilds of assassins and bounty hunters that the community takes great pride in. Guild members are deadly serious about any contracts they agree upon, working with brutal efficiency to find (and often dispose of) their targets. When a svartalfar fails to complete their mission, they are usually publicly executed by their kin.

Sidebar - Treasure and Rewards Paying A Svartalfar

Svartalfars perform assassinations for anyone who can contact them on their shadowy home plane, but they don't take money in payment. They prefer secrets, tidbits of occult lore, and other obscure information. Esoteric knowledge of the First World and its fey interests most svartalfars, indicating that they may be attempting to return to their long-lost homeland.

Sidebar - Locations Returning to the First World

Many svartalfar guilds hoard knowledge about the First World in a vain attempt to return to their ancestral home. Some believe they can return to their fey kin and be accepted once again, though they are unwilling to repent for their forebears' ancient crimes or for their own more recent actions. A scant few megalomaniacal svartalfars want to end their exile as conquerors, becoming the sole rulers of the First World and punishing the powers responsible for their people's current fate. Even if a svartalfar army could march on the First World, however, its chaotic nature would resist any attempt to be subjugated.
