Velgaas is the most methodical of the sahkil tormentors, preying on good intentions to fulfill his own evil designs. He rules over the aspects of emotional manipulation, emptiness, and ignorance, carefully selecting each word and action to best ingratiate himself with an unsuspecting victim. A honeyed tongue is his weapon, a mask of sincerity his shield. Few of the unfortunate souls who cross his path would ever believe how deeply he’s manipulated them.
Corrupt politicians and courtiers are among Velgaas’s followers, but he prizes most the ones who fall into his hands unknowingly. The well-meaning authorities he influences might crack down on crime by way of an oppressive city guard or falsify evidence to finally execute a dangerous criminal.
